As of 2025, there is no active federal legislation banning the sale, ownership, or possession of body armor — including Level IV rifle-rated plates.

What’s the Buzz About H.R.8388?

A bill introduced in 2024 — The Aaron Salter Jr. Responsible Body Armor Possession Act (H.R.8388) — seeks to prohibit the sale or possession of enhanced body armor (Level III and IV) by civilians, with exceptions for law enforcement, military, and certain professionals. This bill is not law. It has not passed the House or Senate and currently sits in committee like many other bills that never become law.

Similar legislation has been introduced before — and failed. In fact, after the tragic events in Buffalo, NY in 2022, there were already attempts to restrict body armor sales. None have passed at the federal level.
